Or, more accurately, a remarkably convincing impersonator of the late, great fictional boxing champion. The news, naturally, has raised eyebrows, given that the iconic Carl Weathers, who brought Creed to life, sadly passed away in February of last year. But as Blower insists, "the legend lives on!"

This isn't Stockton's first foray into celebrity boxing. Last year, County Supervisor and mayoral hopeful Tom Patti famously brought in Mike Tyson for his campaign, while then-council candidate (and now Vice Mayor) Jason Lee countered with Floyd Mayweather to stump for his own slate of candidates. Councilman Blower, clearly feeling the pressure to top these boxing-themed celebrity endorsements, believes he’s found the knockout punch. He decided to aim for the undisputed king of cinematic showmanship.

Blower's fateful encounter with his chosen champion occurred at last year's Stockton Con. The Councilman, ever the patriot, was reportedly dressed head-to-toe in a meticulously crafted Captain America costume when he quite literally ran into an even more patriotic getup: a Carl Weathers lookalike, dazzling in the iconic Apollo Creed glittery Americana costume from Rocky IV, complete with the red, white, and blue top hat and all. "We were the two most patriotic guys at the con. Truth be told, he had me beat," Blower stated, a twinkle in his eye. "Running into him was destiny."

Now, a year later, that destiny is set to unfold just before the fireworks light up the night sky. Unlike the original Weathers, this particular Apollo Creed impersonator boasts an unexpected talent: he can sing. He is slated to perform "Living in America," the classic anthem from the Godfather of Soul himself, James Brown. "Not only does he look like Apollo Creed, his stage presence is electric and he also has a great set of pipes. He really belts it out! Get ready for a truly... unforgettable vocal experience before the fireworks show, Stockton!" Blower declared, pausing only to meticulously clean his Captain America shield.

The Carl Weathers impersonator set to perform Friday night simply goes by the moniker "Action Jackson." He is a highly sought-after performer for birthday parties, corporate events, and numerous bar mitzvahs across the Central Valley area. His demanding schedule often includes teaching kids, "Sports make you sweat and smell. Stay in school, use your brain. Be a thinker, not a stinker," before they blow out their candles.

Adding another layer to this already bewildering spectacle, a Rocky impersonator is also set to join Creed on stage, presumably to ensure a balanced narrative. However, Blower made his personal allegiances clear: "I was always partial to Apollo. Rocky is great and all, but Apollo just had the magic, the energy. He was and will always be the GOAT of fictional boxing legends."

As Stocktonians prepare for a Fourth of July celebration, Councilman Blower is already looking to the future for next year's festivities. "I'm in talks with a Mr. T lookalike who does a spot-on Clubber Lang impersonation. It's a high price tag, but here in Stockton, we're pulling no punches."
